Lawn spreader might do it.
I think it's also an ingredient in some forms of non-salt ice melt, but not sure if it would work for dust suppression in that form.

I an not an expert, but it's my understanding that the calcium clorhide will absorb the moisture from the air, and thus keep the dust down in that method. It is very effective, DOT used it regularly up to 5 years ago. (may still)

Seems we had a slight communication error, thank you for the information Vero. Andy did move the required equipment to the facility for use at the event. The van is undergoing repair. A number are in MTL of course, but I've heard a couple of people who were going.
